Establishing mechanisms such as government investment and compensation for damage caused by migratory birds

The 34th meeting of the Standing Committee of the 13th Jiangxi Provincial People's Congress recently voted to pass the Regulations on Conservation of Migratory Birds in Jiangxi Province (hereinafter referred to as the Regulations). The Regulations will be implemented on January 1, 2022.

The Regulations is to advance the strict conservation of migratory bird resources, mainly by clarifying the responsibilities in the conservation of migratory birds, defining the conservation measures for migratory birds and their habitat, highlighting the special conservation of white cranes, and increasing the security for conservation of migratory birds, and strengthening the supervision and inspection of conservation of migratory birds.

The Regulations propose to strengthen the conservation of migratory birds and their habitat, adopt corresponding measures to conserve, recover and restore the living environment of migratory birds, and take special conservation measures in the extreme situations, and properly improve the living environment of migratory birds by means of habitat modification, ecological water compensation, artificial feeding, etc.; standardize the behaviors of watching and photographing migratory birds, set up reasonable bird-watching points and routes, and guide the public to abide by the social rules while watching birds.

The "Regulations" emphasizes that the conservation of migratory birds should be strengthened by establishing a mechanism for realizing the ecological value of migratory birds in addition to the government investment mechanism and compensation mechanism for damages caused by migratory birds. The people's governments at or above the county level can, on the premise of scientifically setting the scope of observation, standardizing bird-watching behavior and reducing interference to migratory birds, develop ecological bird-watching tourism resources, create bird-watching ecological products and promote migratory birds to become an ecological industry by organizing bird-watching weeks, bird-watching competitions and other activities.
